He was abandoned, teeth protruding and eyes cloudy, what happened to him

This poor little dog was found on a deserted street
How long had he been like this?
Because of the severity, he was assessed by the doctor as at risk of death.
Kaizer had a cracked skull, teeth sticking out of his mouth, and cloudy eyes
I was optimistic that one day he would be healthy and have beautiful hair
